Your own money is ruled by the 2nd house, the sign of Taurus, and dwarf planet Ceres. But what about money that isn't only yours? Let's dive in. What rules other people's money in astrology?
Astrology makes a distinction between your own money and other people's money. Your own money is the money you make yourself, that doesn't impact anyone else, while other people's money is the money that involves others. This includes things like:

When you are under 8th house transits (so when the transit planets are moving through your 8th house or aspecting the 8th house ruler), this can bring up developments impacting "other people's money". You may take out a loan, inherit some money, pay your taxes, or open up a joint bank account. Transit Planets in the 8th House impacting money:
This can be most beneficial when transit Mars, Ceres, or Jupiter tour your 8th house. Mars is the planet of energy and drive, and you can feel driven to work on "other people's money" in some way. With Mars, you'll usually be the one taking the initiative with it. You don't need to wait for someone else to bring you the opportunity, and you may be actively seeking out opportunities to make money involving others.
Ceres is the planetary ruler of money, so Ceres touring the 8th house can be quite beneficial. Ceres in the 8th house can bring the opportunities to you, and they can be much bigger than you anticipate. Ceres is an abundant position, and this can create opportunities for abundance via other people's money. Jupiter is the planet of expansion and opportunity, so this can bring opportunities for you to expand your access to "other people's money". There will often be opportunities that are "mutually-beneficial", meaning they benefit both you and the other person involved. This may be in the form of business partnerships, or where you're doing work for someone else, or someone is doing work for you, and this proves to be beneficial for the both of you. When the transit planets aspect your natal Pluto, this also has the potential to impact "other people's money" in your life. You may get a new credit card, buy some stocks, or make a business investment.
Sextiles and trines to your natal Pluto can make this beneficial and easy for you, and you can find opportunities quickly or are presented with opportunities by others. These would be good periods to take advantage of. Squares and oppositions can bring challenges to work through, and you may have blocks in the way of being able to utilize other people's money. There may be little opportunities, and you may have to go it alone. Conjunctions can depend on other aspects at the same time and how you've been doing thus far. If aspects are good, the conjunctions can amplify that, but if they're challenging, the conjunctions can amplify that too. Transit planets in Scorpio:
When the transit planets are in Scorpio, we all get impacted at the same time, and we can all give more focus to "other people's money". The Moon travels quickly and spends 2-3 days per sign, so we get a few days each month where we're all emotionally focused on other people's money.
The Sun tours Scorpio around the same time each year, late October to late November, and this can shine a light on other people's money in some way. It's actually fairly well known that the stock market likes to tank in October, and funnily enough, Mercury retrograde in Scorpio usually impacts the month of October.
